Harbin Travel The Memorial Tower of Fighting Against the Floods of Songhua River In order to commemorate the glorious victory of fighting against the floods and building the banks, and to award the great achievements of the people, the government built the Memorial tower of Fighting against Floods.

The lower step is marked119.72 meters above the sea level, which represents the highest water level in 1932 when the floods devastated Harbin. The higher step is marked 120.30 meter above the sea level,representing the highest water level in 1957 when the Harbin people defeated the heavy floods.
In the middle part of the tower are a series of relieves that depict the scenesof the people fighting against the floods and reflect the heroism of the people.
